I completely downloaded GW2 on Steam -> wanted GW2 with the Launcher of Anet, the Non-Steam-version. Started the Non-Steam Download, stopped it a second after starting. Put all the GW2 data from steam-folder into Anet/non-steam directory. Started launcher -> Ready to play. So, it should work the other way around.
